CALL TO ORDER
Chair Kehoe called the meeting to order at 7:38 p.m. He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.
Chair Kehoe noted that today is Minority Leader Donald Pitkin’s 89th birthday. Since he is recuperating in the hospital and can not attend the Council meeting, the Chair called on each Councillor to convey their best wishes to Mr. Pitkin. Mayor Currey stated that she will present to Raymond Library, in his honor, a hard-bound copy of the latest edition of Robert’s Rules of Order and also purchased a pocket-sized version for his personal use.
All Councillors, along with the Mayor, look forward to Mr. Pitkin’s return to the Council.
OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS
Mayor Currey stated that (1) she attended McDonald’s night, with the Olympian Bronze Medalist from Connecticut, where 20% of the profits will benefit the Olympics and O’Connell School’s PTO; (2) tomorrow the town will recognize April as Donate Your Organs month with the raising of a flag in front of Town Hall; and (3) she received a complaint about an odor on Main Street which, after investigation, emanates from the flowering trees bordering the street.

School Street from I-2, Light Industrial, to B-1 Commercial as outlined in a

Mayor, dated March 26, 2010.

to approve the outdoor amusement permit application filed by Riverone,
LLC d/b/a The 125 Restaurant & Lounge, located at 125 Riverside Drive
for the purpose of conducting regularly scheduled outdoor musical
entertainment in the form of live bands and Disc Jockeys from 9:30PM to
1:30AM on Fridays, Saturdays and Sundays on the following dates in
2010:

Olmsted Summer Classic – Hartford Pops

to approve the outdoor amusement permit application for the
purposes of conducting the Olmsted Summer Classic, a two series
Hartford Pops concert, to be held in Great River Park in East Hartford on
Friday, June 11, 2010 and Friday, August 13m 2010 from 6PM until 10PM,
with music from 7PM to 9:30PM each evening, subject to compliance with
adopted codes and regulations of the State of Connecticut, the Town of
East Hartford, and any other stipulations required by the Town of East
Hartford or its agencies.

Riverfest – 2010

to approve the outdoor amusement permit application filed on behalf of
Riverfront Recapture, Inc. by its Public Events Manager, Jessica Leone, to
conduct an outdoor musical performance and fireworks display on
Saturday July 10, 2010 between the hours of 4PM and 10PM, with a rain
date of Sunday, July 11, 2010, in the vicinity of Founders Plaza and
Great River Park on East River Drive with music occurring between 4PM to
9:00PM and a fireworks display occurring at 9:30PM to 10PM, subject to
compliance with adopted codes and regulations of the State of
Connecticut, the Town of East Hartford, and any other stipulations
required by the Town of East Hartford or its agencies.

Riverfront U.S. Title Series

to approve the outdoor amusement permit application, entitled “Riverfront
U.S. Title Series”, submitted by Jessica Leone, Public Events Manager for
Riverfront Recapture to conduct professional power boat races on the
Connecticut River over a three day period with food and merchandise
vendors, a beer garden and musical entertainment launched out of
Great River Park on the following dates and times in 2010:
Friday September 3rd Setup/Boat Testing 9AM – 5PM
Saturday September 4th Racing: 10AM – 5PM Music: Noon – 4PM
Sunday September 5th Racing: 10AM – 5PM Music: Noon – 4PM
subject to compliance with adopted codes and regulations of the State of
Connecticut, the Town of East Hartford, and any other stipulations
required by the Town of East Hartford or its agencies.

Head of the Riverfront Rowing Regatta

to approve the outdoor amusement permit, entitled “Head of the
Riverfront Rowing Regatta”, submitted by Jessica Leone, Public Events
Manager for Riverfront Recapture, to conduct a rowing regatta on the
Connecticut River on Sunday, October 3, 2010 from 7AM to 4PM,
beginning at the Charter Oak Landing in Hartford with less than 1,000
people expected to be on the East Hartford side of Great River Park,
subject to compliance with adopted codes and regulations of the State of
Connecticut, the Town of East Hartford, and any other stipulations
required by the Town of East Hartford or its agencies.

21st Annual Fall Fest

to approve the outdoor amusement permit application for the purpose of
holding a fall themed, family oriented event consisting of musical
entertainment, pony rides, games, hay wagon rides, etc. to be held at the
East Hartford Town Green on Main Street in East Hartford on Saturday,
October 16, 2010 from 10AM – 4PM with music being provided during
the same hours, subject to compliance with adopted codes and regulations
of the State of Connecticut, the Town of East Hartford, and any other stipulations
required by the Town of East Hartford or its agencies.

Recommendation from Tax Policy Committee re: Tax Lien Sales

to authorize the administration to conduct a tax lien sale by way of a
request for proposal (RFP) and to seek and receive sealed bids pursuant
to an invitation to bid on a number of tax liens held by the town on
specific real property as listed on a "delinquent report" produced by the
Finance Director dated January 14, 2010 and updated as of April 5, 2010
subject to the following four conditions:
- The Collector of Revenue shall notify the~record owner of each property subject to a lien that is to be included in the tax lien sale, by certified mail, that the lien is being included in the request for proposal and invitation to bid, and that~the owner should contact the Town immediately to pay the taxes or seek a payment plan if they wish to keep the Town's tax liens on their property from being sold;
- The letters from the Collector of Revenue to each property owner shall notify the property owner that the purchaser of the tax lien on their property shall have the right to foreclose on that property;
- The Administration shall return to the Town Council with the results of the request for proposal and that the proposal for each tax lien must be approved by the Town Council before it is sold; and
- Said letter shall state that the town is presently requiring only 10% down payment to get on a payment plan, instead of the standard 25% down payment normally required, for taxpayers seeking a first payment plan, and require only 15% down payment to get on a second payment plan; there will be no opportunity to obtain a subsequent payment plan.

Referral to Real Estate Acquisition & Disposition Committee re: Subordination of Easements Granting Drainage Rights onto Property of United Technologies Corporation (Willow Brook)

to refer to the Real Estate Acquisition and Disposition Committee the
matter of the contaminated land surrounding Willow Brook, located at 400
Main Street, with instructions for the Committee to review the subordination
of easements and to report back to the Town Council with its
recommendations, if any.

Reappointment of Peter Bonzani to the Greater Hartford Transit District

to approve the reappointment of Peter Bonzani to a position on
the Greater Hartford Transit District Commission whose term
shall expire November 2014.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

OPPORTUNITY FOR RESIDENTS TO SPEAK
Mayor Currey (1) told the Council that East Hartford will practice our emergency responses on July 10th, 11th and 12th; (2) mentioned that on May 15th, there will be a “Clean Bridge to Bridge” on Main Street, which would be from Torpey Bridge to the bridge by Pitkin Street; (3) said that the landfill will be opened every Saturday in the month of May; and (4) stated that the leaf collection process is over for the season, but that residents may bring their bagged leaves to the landfill for disposal without a permit.
Councillor Linda Russo welcomed Councillor Barbara Rossi back after a recent illness.
Councillor Barbara Rossi thanked Councillor Russo for her well wishes and thanked all those who had showed concern for her while she was recuperating.
Councillor Marc Weinberg also stated that it was good to have Councillor Rossi back.
Vice Chair Bill Horan commented on the courteous service he received from the employees at the landfill when he was there last Saturday.
